Loose dust covers on front shocks

I have just bought a beautiful condition well-accessoried NT 2011 Pajero. Beauthiful car. But there's one (or a pair of) annoying rattle in the front. It sounded like loose plastic. From what i can work out it's the two plastic dust covers on the front shocks within the coil springs. I have noticed they are Pedders shocks all round, not Mitsubishi.
I suspect they are supposed to be attached at the top but are not now, and they now rattle around with any movement of the car.
I'm trying to work out an easy fix. I saw on Subaru Forester and Audi forums people with the same issue. I saw a suggestion of some silicon on top edge and push them up and leave supported until silicon has cured.
    Any thoughts/suggestions?
