Rear Seat belt

Have a rear seat belt that won't retract (2nd row) it's not twisted. Wondering if anyone has any tips?

Just a though.
I had this same issue years ago with a corrolla. It turned out that the shaft to which the webbing connects was inside a plastic sleeve. The sleeve had started to break apart causing intermediate and eventually a total failure to retract. The sleeve was part of the seatbelt braking mechanism.
