Default Help needed! Tensioner position?

Im putting the serpentine belt on and not sure if he tensioner bolt should be in any certain position? There is a slot that looks as if the bolt can slide in and out when loose but should stay in when tightened (photos) . Im trying to tighten the tensioner and no matter how much force i put on it, when its getting tighter its sliding up to the top, which looks unsafe. If you can help at all please let me know, trying to get it fitted before tomorrow. Cheers

The first image is in the tightened position where it seems like its gonna fall out. 2nd Image is in the loose position where it seems to settle down where it should be

Have you loosened the idler pulley bolt before trying to adjust the belt tension? I was deep into the Flinders Ranges and saw a Challenger with trouble. They were trying to stretch a new belt over the pulley. They had loosened the adjusting bolt but didn't know about undoing the pulley bolt as well.
