turbo boost

Hi guys i need some advice about increasing my turbo boost on my nj. Recently i have replaced my old diesal motor and installed a triton 2.8 but my top end power is very sluggish. While travelling up gentle slopes i am dropping from 100km/h to about 90 km/h now i am sure that this should not be happening. I am wondering what the turbo boost should be and how high can i increase it to.
