Flashing C/D light fix

Hi all,

Well after a few hours of swearing, smashed knuckles I've replaced the vacuum actuator, vacuum solenoid and the 5 solenoid switches on top of the transfer case. The flashing orange light has gone...however... 4H, 4HLC and 4LLC won't engage. The green lights just continuously flash now.. I've read a few things on here in regards to the same issue and I notice most have remained unsolved. Could it be a vacuum hose configuration issue on the vacuum solenoid? Any help would be great!

Another news flash....
4H is now lighting up solid. Still no engagement with 4HLC or 4LLC.
When 4H is engaged the actuator rod moves to the drivers side.. I thought it would move toward the front Diff to engage 4H..Is this how it's supposed to operate? So many questions, I'm losing my mind.. Think I should just go fishin...
