Question suspension sag

Gday all, just fitted new tough dog springs and shocks to rear of my NB, after measuring distance between the wheel arch and tyre the left hand side is lower by 70mm, this side was fitted first and put in shackled end first, and had trouble getting in front bolt on pin, the right hand side I fitted pin end first then shackled, went on first pop, any ideas why I have this problem?
