I've found myself turning off ASC in the rain...

I've found myself turning off ASC in the rain when trying to enter busy traffic due to this problem. Traction control still works and brakes the spinning wheel but no engine cut will occur.

If your car is making the expected boost pressure (18psi) than I feel you may have a fuel restriction issue. That potentially being a partially blocked fuel filter.
