Spray it with some sort of penetrating oil first. At best it will help prevent shearing of the bolt and at worst it will do nothing.

A shock dose of fuel doctor and new filters for the next 2 tanks of may help. I have done this in the past after seeing my fuel filter had grey gunk on the intake side. That was 2 years ago....
